    The Education Quality Measuring: American Experience

    The US Higher Education Reform is due to certain processes of competitiveness, market orientation, the tendency to form a single space for education. The American system of Higher Education has integrated the best in the education of other countries and thus helped the country overcome crises, to some extent solve the problems of racial discrimination, unemployment, poverty, improved the situation of women, people with disabilities, national minorities. The historical events, socio-economic transformations, aspiration to be a leader in the world market respectively have influenced the development of Higher Education. Due to reforms in American society, education has become more open, various, versatile. The Americans highly value the Higher Education and believe that education is necessary for a conscious political life, the functioning of a democratic government, the development of economic and political International relations. The American education serving the dynamic and global economy is effective and capable of developing in the conditions of limited public resources. This article focuses on the measurement of education quality and accreditation of Higher Learning Institutions in the USA; the analysis of educational activities of American universities; the coverage of accreditation and education performance of Higher Learning Institutions in the United States; these indicators usage in the process of education quality assessing in American universities; the essence disclosure of measurement the education quality with helping "added value" on the basis by American scientists research; the borrowing American experience into the Higher Learning Institutions in Ukraine

    Preconditions for the Tax Environment of a Alterglobal Development

    In this article, we analyzed economic surroundings as a precondition for the development of the tax environment in the context of alterglobal development. We admitted that economic globalization is harmful to the environment because it depends on its own viability: the constant increase in commodity consumption, the increased use of resources and the growing disposition to pollute waste in the ocean, on the ground, and in the air. So, we proposed considering and analyzing alterglobalization as a process oriented towards self-determination for peoples, communities and nations. In this context, we developed the idea about Environmental Fiscal Reform, including increasing green taxation and the phase-out of environmentally harmful subsidies as well as financial incentives, VAT reductions and tax breaks for green initiatives – providing the perfect conditions for the transition to a circular economy. As the new economy is developing at a rapid pace today – 10% per year, more than three times the global economic growth rate – it has a significant impact on competitiveness

    Level of Cyclin D1 Protein in Peripheral Blood Lymphocytes of Chornobyl Clean-up Workers in Remote Period After Radiation Exposure

    Aim: to assess changes of products of Cyclin D1 protein in lymphocytes of peripheral blood of Chernobyl clean-up workers as remote results of the action of ionizing irradiation. Methods: there were examined 120 Chernobyl clean-up workers in the remote period after radiation exposure and 45 persons of the control group. For assessing mitogen-induced levels of Cyclin D1, the micro-method of cultivating erythrocytes of whole blood was used. The quantitative assessment of the spontaneous and mitogen-induced levels of Cyclin D1 in lymphocytes of peripheral blood (PB) was realized using the reagents FITC Mouse Anti-Human Cyclin D1 Antibody Set (BD, USA) by the method of flow cytometry.Research results: there was determined the dose-dependent increase of the spontaneous level of Cyclin D1 in PB lymphocytes of Chornobyl clean-up workers. High values of the parameter were established in the subgroup of Chornobyl clean-up workers, irradiated in the diapason of doses as 500-1000 mSv. Maximal values of Cyclin D1 level in PB lymphocytes were observed in Chornobyl clean-up workers at exacerbation of the bronchial-pulmonary pathology, bronchial asthma in anamnesis and in reconvalescents of acute radiation sickness with the radiation doses D ≥ 500 mSv. After mitogen stimulation of lymphocytes, there was noted the decrease of Cyclin D1 level in the group of Chornobyl clean-up workers and the increase in persons of the control group.Conclusions: the research revealed the differences in products of Cyclin D1 in PB lymphocytes of Chornobyl clean-up workers and persons of the control group. The revealed changes of the spontaneous and mitogen-induced levels of Cyclin D1 in PB lymphocytes of Chornobyl clean-up workers with the somatic pathology reflect disorders in regulation processes of proliferation and cellular cycle. The obtained data add ideas about mechanisms of the radiation-induced disorder of the cellular cycle that may be a manifestation of genome instability and become a trigger factor of carcinogenesis in the remote period after radiation exposur
